The JASPERS Networking Platform was created to complement JASPERS project advisory operations by implementing knowledge sharing and capacity building activities, as well as fostering dissemination of good practices and exchange of experiences among all EU Member States, pre-accession Countries and other JASPERS Stakeholders.

 

The JASPERS Networking Platform is open to relevant authorities from all EU Member States (EU 28), as well as pre-accession Countries.

Urban Bus Transport is a means to fight transport related GHG emission due to its contribution to provide an alternative to individual mobility in cities, based on most cases on the use of private cars. It is on the other itself a source of GHG emission.

 

These two webinar sessions aimed at providing information on the concepts and investments required to de-carbonise bus fleets in urban areas and in managing operational and financial risks of the shift towards electric buses. The sessions covered an explanation of the different elements of an electric bus fleet project (fleet, charging infrastructure, power supply, battery sizing and specification, bus operations and timetabling, fleet maintenance etc.).

 

Experience from past or ongoing specific JASPERS assignments to support the renewal of urban bus fleets, namely in Greece, Poland, Portugal, Romania were presented over the two sessions.  This was complemented by experience from transport operators, authorities and manufacturers.

 

The webinars were organised in cooperation with the European Commission and comprise a mixture of technical methodologies, case studies and organisational discussions relevant to fleet replacement with electric buses, including: 

 

User list
  • Key considerations in defining appropriate modernisation strategies;
  • Key stakeholders in a fleet renewal project, as well as relevant considerations for each, including the link with the Urban Mobility Plan (SUMP); 
  • Overview of route mapping to calculate battery size and charging strategy, and to verify scheduling;
  • Experience with Battery Electric Vehicles and Battery Electric Trolleybus, and how the design requirements for each are impacted;
  • Experience in the development of a fleet renewal and modernisation plan, specifically in reference to the use of Electric Vehicles (BE Trolleybus and BE Vehicles);
  • E-bus impact on O&M, financing/procurement and the role of Public Service Contracts;
  • A discussion of the experience in joint procurement of buses at regional or national level involving several operators.
  • Consideration on how to handle correctly State Aid requirements in the context of project preparation
