SOME 70 PARTICIPANTS ATTENDED THE FOURTH WORKSHOP ON ENVIRONMENTAL REQUIREMENTS FOR PROJECTS, ORGANISED IN COOPERATION WITH DG REGIO AND DG ENVIRONMENT. THE WORKSHOP TOOK PLACE IN BRUSSELS ON 16 DECEMBER 2019.


The workshop targeted relevant authorities in Member States (Coordination Services, Managing Authorities, as well as relevant environmental competent authorities) and Project Promoters.

The JASPERS Networking Platform was created to complement JASPERS project advisory operations by implementing knowledge sharing and capacity building activities, as well as fostering dissemination of good practices and exchange of experiences among all EU member states, pre-accession countries and other JASPERS Stakeholders.

 

The JASPERS Networking Platform is open to relevant authorities from all EU Member States (EU 28), as well as pre-accession Countries.

This workshop was the fourth in a series of events that address in detail environmental requirements for projects to be funded by European Structural and Investments Funds (ESIF) in the period 2014 – 2020. The workshop was organised in cooperation with DG REGIO and DG ENVIRONMENT, whose representatives actively participated in the training.

 

The workshop addressed key requirements of the Habitats Directive 92/43/EEC in the context of major projects preparation and challenges identified in the ongoing programming period.

Besides offering a general overview of the requirements for projects, the workshop touched upon the latest guidance presented by DG ENVIRONMENT, as well as key considerations related to option analysis and links to Strategic Environmental Assessments, streamlining assessments and procedures, consideration of conservation objectives and cross border aspects.

Representatives of DG Environment presented a brief overview of the objectives of the Habitats Directive and requirements of Articles 6(3) and 6(4) of the Directive. They also provided an overview of the available sectoral guidance relevant for Natura 2000 and major projects. Other relevant topics related to species protection, and cross border projects were also discussed.

Guest speakers from Poland, Slovenia, Germany and the European Investment Bank presented case studies of practiced approaches and lessons learned in tackling environmental issues for major linear infrastructure, that is developed over a significant period of time, including transboundaryconsiderations. Q&A sessions followed each intervention.
