Two workshops focused on Energy Efficiency measures for industry/SMEs and for housing and public buildings in the Czech Republic were held in Prague on 1-2 October 2019.

The JASPERS Networking Platform was created to complement JASPERS project advisory operations by implementing knowledge sharing and capacity building activities, as well as fostering dissemination of good practices and exchange of experiences among all EU member states, pre-accession countries and other JASPERS Stakeholders.

These two workshops dedicated to the Czech Republic are part of a series of Networking Platform workshops aiming at contributing to the sound commitment of already allocated ESI funds to energy efficiency measures by presenting past experiences, lessons learned and available support from JASPERS and other relevant initiatives. Similar workshops will be organised in 2020 in other locations across Europe.

The Czech Republic is one of the countries that have set ambitious funding targets to improve energy efficiency (EE) in different sectors of the economy – ranging from increased efficiency in residential and public buildings to improved production and logistical processes in SMEs, large industry and energy production and distribution.

The implementation of the targets is supported through substantial funding allocations from European Structural and Investment Funds (ESIF). The funds as such represent an important opportunity to accelerate the implementation of EE investments, yet the applicable legal and accounting conditions pose challenges to the administrative bodies in charge of managing ESIF and to the funds recipients. Public and private investments in this field are furthermore encouraged through ESIF based financial instruments or loans from public and commercial banks.

During the two consecutive workshops objectives, achievements and challenges of EU and IFI supported Energy Efficiency investments were presented and discussed. The workshops were attended by a total of approximately 100 participants from ministries, government agencies, energy companies, ESCOs, industry associations, municipalities, universities, consultancy companies, EU Commission and JASPERS/EIB. 

 

The first workshop (on October 1) focused on achievements, challenges and potential technical and financial assistance in promoting energy efficiency in SMEs and large industry, while the second one (on October 2) focused on energy efficiency for housing and public buildings.

 

During the workshops, DG REGIO and DG ENERGY provided information on policy context and available EU funding (ESIF and other sources) for the 2021-27 financial perspective, where grant funding volumes are expected to decrease but still remain at a high absolute level, due the crucial contribution of energy efficiency measures in achieving Climate Action objectives.

 

JASPERS presented the support it makes available to counterparts in the preparation of EE projects (both Major and not) as well as through horizontal guidance and capacity building. In close coordination with DG COMP, JASPERS also provided detailed information on the applicable State aid regime and the way state aid matters related to EU support for private undertakings and households can be addressed.

 

Participants to the workshop and representatives from EC services stressed the importance of JASPERS providing support also related to individual programs and projects below the major project threshold.
